Biography: Mr. Wouters joined the firm in 1972 and became a partner in 1976 when the firm then became known as Bathgate, Wegener, Wouters & Neumann. During this period, Mr. Wouters oversaw the start-up and operation of the Firm's Municipal Finance Group. For the period 1991 through 1996 Mr. Wouters was on sabbatical from the firm during which time he was the President, COO and then Vice Chairman of the DVMI Companies, manufacturers of display fixtures and visual display elements for major US retailers. As a result of his experience in private industry, he has developed considerable expertise in advising domestic and multi-national companies on many complex issues involving corporate operations. Since returning to the Firm, Mr. Wouters has been the lead partner in merger or acquisition transactions valued in excess of $300,000,000.

Mr. Wouters earned a J.D. from Syracuse University College of Law in 1972 where he was chairman of the Moot Court Board. He received a Bachelor of Arts degree in Political Science from Hobart College in 1969. Mr. Wouters is admitted to practice before the New Jersey Bar, the United States District Court, District of New Jersey, and he a member of the New York State and District of Columbia Bars. He is a member of the National Association of Bond Lawyers and is listed in The Bond Buyer's Municipal Marketplace (“Red Book”).

Mr. Wouters is on the Executive Committee of the Boy Scouts of America, Monmouth County Council and is responsible for the development and implementation of the Council's 5-year Long Range Strategic Plan. He is a Life Member of the National Eagle Scouts Association.

Mr. Wouters’ practice areas include real estate, land use, planning and zoning, business matters, public finance and education law. Mr. Wouters represents developers in every phase of real estate acquisitions, financing and development. He appears before municipal, county and state boards and agencies. He has substantial experience in planned retirement community developments and redevelopment law and tax-free exchanges.

Mr. Wouters also represents banks in lending transactions and borrowers in acquisition, development, and other financing transactions. He represents companies in general corporate business matters including litigation and settlement strategies, mergers and acquisitions, and employment matters.

He has extensive experience in negotiation of agreements for the purchase and sale of real property, financing of land acquisition and construction, leasing, obtaining approvals for development, litigation relating to land use, real estate and contracts and general consultation for profit and non-profit companies.

The Firm represents boards of education and school administrations in all areas of education law, including general board representation, labor relations, the Public Schools Contracts Law, labor negotiations, construction and financing, and special education. With over 15 attorneys the Firm has the ability to draw on the expertise of attorneys in other departments and groups within the Firm. We provide everyday advice and services to administrators on matters relating to policy, student discipline, finance, staff issues, public bidding questions, construction issues, classification/placement issues in the special education area, insurance issues and environmental issues. The firm provides litigation support for all areas of education law.
